Ragged-Scooper was the unchanging tactical call sign assigned to the II
DASC.   No one at the DASC had a clue how to go about getting tactical call
signs from an authorizing source -- so when there was a quick requirement
to send some FACs somewhere in a hurry to a temporary FOL the DASC simply
assigned them a suffix block of numbers appended to their own Ragged
Scooper call sign and sent the FACs on their way.  Functional work around
at the time but tends to confuse history a bit.
